Mr Luke Tam is a social entrepreneur. He is the Co-founder and Executive Director of the social enterprise Kaifong Tour. He has rich experience in community engagement and has been actively engaged in the civic sector. He serves as a committee member for several organisations, including the Culture, Sports and Tourism Bureau, the Labor and Welfare Bureau and the Sham Shui Po District Affairs Office.

Kaifong Tour envisions a human-oriented and sustainable community. It has developed its own community docent training and offers community guided tours across all districts of Hong Kong. Kaifong Tour has expanded its influence from Dream Impact in Lai Chi Kok to Aberdeen this year and developed a district brand named "The Fisher", with an aim to develop sustainable fisheries with local characteristics, and establish a self-sufficient community platform.
